Asosiasi Pengembang Bersuara, Perlu Ruang Dialog dengan Presiden Terkait Masalah Rumah Rakyat

SEPUTARPROPERTI/Jakarta – Sektor properti termasuk perumahan telah memberi kontribusi besar kepada perekonomian nasional. Diantaranya menyumbang pada PDB nasional sebesar 14%, berkontribusi terhadap anggaran pendapatan dan belanja negara (APBN) sebesar 9%, pendapatan asli daerah (PAD) antara 35-55% dan mampu menyerap tenaga kerja sebanyak 14-17 juta orang.

Sektor ini juga berperan dalam menurunkan angka kemiskinan sebesar 8%, serta menekan stunting seperti yang dicita-citakan Presiden Prabowo Subianto. Selain itu sektor ini juga memiliki keterkaitan dengan hampir 185 industri lainnya di sektor riil, sehingga membawa
dampak besar bagi bergeraknya perekonomian.

Dengan kontribusi tersebut, sektor properti patut disebut sebagai salah satu tulang punggung (backbone) pertumbuhan ekonomi Indonesia yang tahun ini ditargetkan mencapai 8 persen. Berdasarkan riset yang dilakukan REI bekerjasama dengan Lembaga Manajemen Universitas Indonesia (LM UI), setiap investasi properti sebesar Rp112 triliun atau setara dengan US$7 miliar dapat memberikan kontribusi sebesar 0,56% terhadap perekonomian nasional.

Dimana setiap tahun, investasi properti di Indonesia rata-rata mencapai Rp120 triliun-Rp135 triliun. Kontribusi sektor properti itu merupakan capaian sebelum adanya Kementerian Perumahan dan Kawasan Permukiman (PKP).

Sementara dengan kehadiran kementerian khusus perumahan seharusnya kontribusi sektor tersebut lebih meningkat, karena pemerintahan Presiden Prabowo Subianto memiliki program besar yakni Program 3 Juta Rumah yang sudah disampaikan sejak kampanye pemilihan presiden (pilpres) tahun lalu.

Pengembang sejak awal menyambut gembira dan mendukung program yang mulia dan positif tersebut. Program 3 juta rumah ini merupakan bukti bahwa pemerintah baru ini menyadari bahwa sektor properti termasuk perumahan merupakan sektor yang mampu mendorong perekonomian negara dan menekan kemiskinan.

Joko Suranto Ketua Umum Real Estat Indonesia (REI) menegaskan, pengembang dari sebelum adanya Kementerian PKP telah banyak terlibat dengan Satgas Perumahan. Selama beberapa bulan sebelum dibentuknya Kementerian PKP, satgas perumahan sudah banyak mendengarkan dan belanja masalah yang ada dalam industri perumahan.

“Tujuannya agar pemerintah dapat mengeluarkan kebijakan yang dibutuhkan pasar, masyarakat dan pelaku usaha agar bisa memberi manfaat kepada masyarakat terutama dalam menekan kemiskinan hingga ke pedesaan,” jelas Joko di Jakarta dalam press confrence 5 asosiasi pengembang, Selasa (18/02).

Namun, ketika Kementerian PKP ini sudah terbentuk, selama 3 bulan berinteraksi dan beberapa kali bertemu untuk memberikan masukan dan harapan pasar dan masyarakat, pada akhirnya harapan adanya kementerian ini dapat membuat kebijakan yang membuat situasi pasar lebih kondusif, ternyata tidak terwujud.

Sementara Junaidi Abdillah Ketua Umum Apersi (Asosiasi Pengembang Perumahan dan Permukiman Seluruh Indonesia) mengungkapkan, saat ini yang muncul  adalah kegaduhan – kegaduhan yang tidak perlu.

Junaidi mencontohkan kegaduhan tersebut seperti isu pemerintah bangun rumah gratis, rencana penurunan harga rumah subsidi, penggunaan tanah sitaan koruptor untuk pembangunan rumah, rencana pembentukan central purchasing perumahan.

“Kemudian pernyataan tentang menaikkan kuota FLPP (Fasilitas Likuiditas Pembiayaan Perumahan) menjadi 800.000 unit, hingga  munculnya stigmatisasi developer nakal, serta mengundang advokat untuk mengadvokasi kepada developer,” tegas Junaidi.

Alih-alih merumuskan kebijakan yang dapat memacu pembangunan rumah rakyat dan menyusun peta jalan (road map) perumahan, Kementerian PKP justru lebih memilih memicu ketidaknyaman pasar dan kegaduhan yang sangat kontraproduktif.

“Ini semua mengancam tercapainya target pembangunan 3 juta rumah sesuai instruksi Presiden Prabowo,” jelas Junaidi.

Kondisi tersebut mengakibatkan pengembang merasa tidak mendapatkan bimbingan dan perlindungan dari pemerintah. Selain itu pengembang merasa khawatir akan masa depan usaha mereka termasuk masa depan para tenaga kerjanya, dan juga merasa tidak adanya kepastian usaha di sektor perumahan.

Sikap Pengembang
Salah satu program pemerintah yang paling realistis dan dapat diandalkan (reliabel) dalam mengatasi kemiskinan dan efektif mengurangi backlog perumahan adalah FLPP. Yang mendapatkan fasilitas FLPP adalah perbankan dan yang menikmati adalah masyarakat.

Menurut Joko, sebagai sebuah produk pembiayaan, FLPP ini diterima masyarakat karena menjadi stimulus yang meringan mereka seperti bunga KPR tetap (fix rate) hingga akhir tenor kredit dan uang muka yang terjangkau.

“FLPP juga telah terbukti bisa mendorong pertumbuhan nasional. Terbukti, kredit bermasalahnya (non performing loan/NPL) hanya 1 persen atau sangat rendah sekali,” tegas Joko.

Oleh karena itu, pengembang meminta agar FLPP yg sudah berjalan baik dan hanya memiliki kredit yang bermasalah sebesar 1 persen jangan dijadikan sebuah cara untuk mencari isu-isu yang tidak produktif dan terkesan mengaburkan kenyataan bahwa saat ini program FLPP belum dijalankan.

“Skema pembiayaan belum diputuskan, apalagi road maps atau blue print termasuk rencana kerja program 3 juta rumah juga belum ada hingga saat ini,” terang Joko.

Dengan situasi yang kurang kondusif tersebut, pengembang yang tergabung dalam 5 asosiasi yaitu REI, Apersi, Himperra, Appernas Jaya dan Asprumnas mengambil sikap dan memberikan pernyataan terkait masalah yang ada,

Pertama, mendorong FLPP untuk segera berjalan, dan sudah berulang kali dilakukan pembahasan tetapi sampai saat ini belum diputuskan. Untuk itu kami pengembang mendorong adanya alternatif pembiayaan atas produksi rumah dengan harga setara rumah subsidi. Alhamdulillah saat ini beberapa bank sudah menunjukkan komitmen untuk membuat formula produk dan skema pembiayaannya.

Kedua, pengembang perumahan berharap Presiden Prabowo Subianto berkenan menyampaikan kepada para pelaku usaha terkait program 3 juta rumah, dan apa menjadi pandangan kepala negara terhadap program besar tersebut. Pengembang memohon ada ruang dialog antara asosiasi pengembang dan Presiden Prabowo Subianto.

Ketiga, pengembang perumahan akan menyelesaikan proyek FLPP yang sedang berjalan, dan selanjutnya menunggu arahan Presiden Prabowo atau Ketua Satgas Perumahan atas keberlanjutan program 3 juta rumah dan FLPP.

Keempat, mendesak pemerintah agar membuat iklim dan suasana kebersamaan yang kompak, tanpa menimbulkan kegaduhan yang tidak perlu. Sesuai arahan Presiden Prabowo Subianto bahwa Indonesia butuh persatuan dalam melakukan pembangunan.
